Fume Hoods are available in about the same time as your lab workstations are. A few days to a week if you find the right supplier (could Looped Logic be the right supplier....note to self, check them out). 
If your laboratory design includes multiple fume hood installations, like a chemistry building for a major university or something, figure months not weeks. But for the small lab that just needs a few science tables and a fume hood, you can get them quickly from companies like Looped Logic who stock a few lab hoods for immediate shipment. Used laboratory equipment does not generally include fume hoods. Unless you move directly in to a facility that has used fume hoods, they are generally not available and need a lot of clean up if you find them.
Here's a true story I like to tell about fume hoods. Your laboratory bench does not need to be expensive to be functional. The more lab storage areas you have in the lab, the more STUFF you are going to store, as in store away, as in never to be seen again. I've seen things...unidentifiable things, stored in cabinets that not even the owner knew was there. And Fume Hoods are notorious for being gross storage areas for chemicals that people don't know what to do with and are too afraid to dispose of. You can make them mobile on wheels, adjust the height up or down in case you are like the Shaq and need a tall table. I don't recommend used tables because frankly....I want to sell you ours.

When I work up a quote for a science lab furniture customer, I usually ask for some kind of sketch or drawing of their ideas. The lab workstation ideas come to me in all ways...by fax, scanned in an email, by US snail mail, carrier pigeon....OK, maybe not by carrier pigeon but you get the idea.
